Instruction:

  1. Heat the butter in a saucepan.

  2. Chop the onion and pepper.

  3. Cook in the butter until just tender, and then add the other ingredients, including the chili powder.

  4. Bring to the boil, stirring with a fork to separate the minced beef and prevent it from forming clumps.

  5. Lower the heat and cook gently for about 55 minutes.

  6. Stir half-way during cooking and add more water if necessary.
